Priorities are given to:

 

Those at risk of social exclusion in locations with high numbers of vulnerable young people

 

Excluded school pupils and school non-attendees

 

Looked After Children

 

Young offenders

 

Drug users

 

The homeless

 

Single parents

 

Those with special needs or disabilities

 

Those who are unemployed

 

Black and ethnic minorities and refugees

 

The over sixties, who may be vulnerable and

 

The unskilled, seeking training
